Finlay was born in Rochester, New York in 1914. He was self-taught
and became well-known through illustrations for the magazine 'Weird
Tales', edited by Farnsworth Wright. Finlay's art is distinctive
for his use of scratchboard, particularly well-suited to the demands
of pulp printing, which used very coarse paper of poor quality.
died in 1971.
